Peacekeeper accused of raping girls

            Democracy Now report related to scandal of U.N. Mission peace keeping officer with an allegation  of sexual abuse that occurs in the central African Republic the victims were mostly women and  children. Many of the victims were minors that were traumatizing with abuse of rape. Human Rights Watch said most victims were convinced that the peacekeepers were from the Republic of the Democratic Republic of Congo.  This report came less than a week after the United Nations High Commissioner for Human Rights had announced six related cases from 2014. Where children had suffered akin condition, in the report, the commissioner said that five girls, and a boy between the age seven and sixteen were rape. Following the rape claims done by an officer. The head of the peacekeeping mission was fired as a result of the incident. The 100 page report could only be summed up that the U.N. failed the people in Africa. At this point, it is unclear whether there will be any charges against the officer.

Breakdown theory often deflects other factors in phenomena. In breakdown theory, the phenomena bring attention to one side of the issues as it is composed two parts. First, people sometimes react to violation of the norms that threatened the removal organization structure of power. With the increase of terrorist attacks and the U.N. Officer involved the scandal of rape. It may be the result of breaking bonds of establish norms in the region. U.N. Officers are considered as a police officer they do not operate in vacuumed. Officer fallow procedure and must show respect for the people they are in command with.  Then violating the rights of individual, whether here at home or outside, the officer must be charged with the rape, carrying out a sentence even if it is on their own or different country.
